Here's the scout template I put together for my brother.
The bow slot is set to only require 3 longbow in order to have 3 longbow and 16 dex. This allows you to swap between many different bows including Sepulchral (str/con debuff proc), Dragon, Crafted, etc. The config report is a little bit wonky looking below but trust me it works out. In the ranged slot I put the 3 longbow skill and then the skills on the left hand in order to have them added up. This way stats are preserved between s/s and ranged configurations (except for things like thrust skill, str, and longbow, which are only needed in one config or the other).
Unfortunately this does use the SI neck quest, so you cannot be fully put together for Leirvik. Perhaps with some tinkering and subbing in high utility Sidi items you could redo it and come out with a good template that does not use SI neck.
